Maintainer. I have worked with Robin Gustafsson on various PHP related
packages and sponsored is work on, e.g., php-nesbot-carbon and
php-laravel-framework. He interacts constructively, and provides peer
reviews while following our underdocumented process.

I have personally worked with Robin Gustafsson <robin@rgson.se> for
more than a year, and I know Robin Gustafsson can be trusted to have
upload rights for his own packages, right now.
