I have been working with Patrick Franz <patfra71@gmail.com>

within the Debian Qt/KDE Team and he was a key player in bringing
the KDE/Plasma stack up to date in Debian prior to the upcoming
release of Bullseye.

He has shown excellent technical skills, the ability to work with
large group of packages, including libraries often involved in transitions,
as well as excellent communication and collaboration skills.

I fully trust him and I am strongly suggesting to approve him after the
necessary procedures to be a full member of Debian, and have unsupervised,
unrestricted upload rights, right now.

I have the pleasure of been working with Patrick Franz

within the Debian Qt/KDE Team, first handling small packages like convertAll
and then growing in packaging difficulty up to helping with Qt 5 itself.

He has show a great attitude into learning and understanding not only how
but why things are done in the way they are done in Debian. He has been
a professional since he started learning packaging and it's a pleasure to communicate with him.

That's why I wholeheartedly sponsored him to become a DM and now he has show he
has the necessary skills to become a full member of this wonderful project, so
it's time for him to become a full member of this wonderful project.

I have sponsored multiple uploads of Qt packages for Patrick Franz during
the last year. His work is usually of high quality: he uses the best packaging
practices, tries to fix various lintian warnings, follows the guidelines that
are established in our Qt/KDE team (for example about working with git).
