Application Manager report
For
Rafael Laboissiere <rafael@laboissiere.net> to become DD, upl., an Application Manager has

asks a few questions if needed, and tries to build some trust that Rafael Laboissiere

Looking at minechangelogs output, Rafael has indeed been very active in the
last few years. I don't think there's anything I need to ask, and I'm sure he's
up to date with what Debian is like now.
