I support Francisco Vilmar Cardoso Ruviaro <francisco.ruviaro@riseup.net>'s
request to become a Debian Developer, uploading.

I have worked with Francisco Vilmar Cardoso Ruviaro on a variety of packages,
with different types of uploads (QA, NMU, Team Upload...) for at least 16
months, on a frequent basis, and I consider him as having sufficient technical
competence.

Francisco has consistently shown great packaging skills, attention to details,
and ability to learn new things. We have worked together on pretty much all
sorts of things related to packaging; QA, stable-pu, NMU, Team Upload, a
library transition, NEW packages...

The work he did on those packages was not simple; debating issues and submitting
patches upstream, resolving CVEs, helping fix RC bugs during the freeze period,
and asking for help whenever needed.

I have no doubts having him on board will make Debian a better project.

I have personally worked with Francisco Vilmar Cardoso Ruviaro
