Application Manager report

I got confident that Douglas Andrew Torrance <dtorrance@piedmont.edu> can be
a DD in the middle of his application already, though I still continued to
ask him the full set of question to make sure he got the skills. And he does.
His replies where very accurate, he looks familiar with all Debian procedures
and he has the skillset needed to maintain and sponsor packages.

I am therefore hereby confirming that Douglas Andrew Torrance
<dtorrance@piedmont.edu> should indeed be a Debian Developer, with full
unrestricted uploading rights to the Debian archive.
