Martin is one of the main upstream authors/founders of the Therion
project and has been a Debian user for many years. I have been
involved since 2002 primarily doing documentation and debian
packaging, so we have worked together for a long time. I am confident
in his general technical ability and free software understanding.

This year we decided that it would make sense for Martin to take over
the debian packaging role too, and as he is much more familiar with
the codebase this should improve the quality of the packaging. We
spent some months on that transition, which included the major change
with v6 of an all-new cmake build system, and correspondingly a load
of packaging changes. We've had to deal with some fairly esoteric
stuff to make sure that arch-all and any source-only builds work
correctly, and builds are reproducible on all architectures.

Martin did all of that work (with some help/direction from me), and
this has satisfied me that he has understood policy and debhelper and
sbuild and lintian enough to maintain the package well. Probably
better than I ever did :-)

He has effectively been doing the packaging for the last several
months, and the debian bug triage and version management for release
deadlines for the last year or so. So we've already been through the
'sponsoring' stage, just not noting that explicitly in the debian
process. Thus it's not obvious to the casual observer that I have just
been checking, rebuilding and uploading what Martin prepared.

Thus, I think it is time for him to go through the DM process and move
from sponsored uploads to doing them directly.
