Debian Developer (mit Uploadberechtigungen).  I have worked with
Moritz Schlarb on seafile and libapache2-mod-auth-openidc many times
and I consider them as having sufficient technical competence.

I have personally worked with Moritz Schlarb <moschlar@metalabs.de>
(key DF012247BFC65501AFF284450C24B841C7DDBAAF) for several years
now. He is a colleague of mine and I work with him on a daily basis. I
know Moritz can be trusted to have full, unsupervised, unrestricted
upload to the archive right now.
