Declaration of intent
The most important requirement for changing status in Debian is to make sure that a person actually intends to do so.

For nm.debian.org, at 2022-09-02 22:17 UTC-4:
I would like to apply to change my status in Debian from Debian Maintainer to Debian Developer, with uploader privileges.
Since my status as DM, I've worked to get patches and items uploaded for xca, get an update for my vmfs6-tools package made, and in more recent examples of mass contribution, I have done massive maintenance alongside the other maintainers of nginx to get NGINX back to an actively updated, actively modified and maintained package from the depths of its nonmaintenance.
I would, however, like to expand my capabilities to be allowed to upload without needing a sponsor to go through the process.
While I am primarily an Ubuntu developer, and still have much to learn about some processes within Debian such as transitions, etc. my intention is to still focus on a smaller set of packages that won't trigger major transitions but without the need to go through a DD to get newer packages made available to the repository or to apply patches to packages I am actively seeking to get co-maintainer access for.
One of the main restrictions I've run into with a DM is that I've volunteered to comaintain several packages, however the DDs involved with those packages (not a team) have not gone back and followed up with Salsa commit access or upload privileges. With DD access, I would be able to directly contribute to debian/ team packages on Salsa, without needing to go through the hassle for comaintainer purposes of finding someone to make those changes, when the original maintainer has already OK'd me being comaintainer via email.
