I support Jakub Ružička <jakub.ruzicka@nic.cz>'s request to become a Debian
Developer, uploading.

I have worked with Jakub on knot, knot-resolver, lua-binaryheap (#974080),
lua-http, among other packages. Jakub started interacting with me since
November 2020, he has always showed interest in having his packages in good
shape, and showed as well the skills needed for that (or to quickly learn when
he didn't know something about the Debian methods/tools/procedures). Our
conversations have been always been politely fun, and it has been a pleasure to
work with him. In short, I consider Jakub has sufficient technical and social
competence for being full part of the Debian community.

A couple of details about Jakub's technical knowledge related to Debian:

* He knows how to update symbols file, handle SONAMEs bumps, an he is aware when
  transitions to testing are required. E.g.

Jakub can be trusted to be a full member of Debian, and have unsupervised,
