Jakub Ružička has accepted the DMUP in a signed statement.
Details from jru:
  For nm.debian.org, at 2022-09-05:
I would like to apply to change my status in Debian to Debian Developer,
  uploading.
I have worked on knot, knot-resolver, bird2, and lua-* deps, keeping them
up-to-date in unstable/testing as well as fixing few stable bugs.
I'm often blocked by DM restrictions (such as inability to upload NEW on
SONAME bumps and subpackage splits), I'd like to be able to maintain my
packages without bothering DDs with trivialities.
Furthermore, I really enjoy working on the Debian project, and I intend
  to
continue doing so for as long as I can.
