I support Carlos Henrique Lima Melara <charlesmelara@riseup.net>'s request to
become a Debian Maintainer.
I have worked with Carlos Henrique Lima Melara on paper-icon-theme,
python-wcmatch, brutespray, scapy, powerline and backdoor-factory for 1 year
and I consider them as having sufficient technical competence.
Charles has been contributing to Debian for a few years now, we met during
DebConf 22 and I started reviewing some of his work since then.
He is very careful in what he does, having spotted a hidden RC bug during one
of his uploads (#1033923) and always making sure upstream is contacted whenever
needed.
Everytime he interacted with upstreams, he would make sure to have the issues
well described and to provide all the details needed in the first-hand.
His technical knowledge is great and I enjoy discussing challenges with him, he
has once helped me understand something that was bugging me for a few years.
I know Charles also contributes to other areas, like: translation, event
organizing, and helping newcomers. He's good at explaining things and has
showed kindness to people trying to learn how Debian and its packaging works.

I have worked with Carlos Henrique Lima Melara on kristall
for 1 year and I consider them as having sufficient technical competence.
Carlos is very attentive to detail, which is something I really value.
I also like how he always does his due diligence whenever he isn't
sure of something; he is very careful and tries to understand the
problem first before proceeding, which is a valuable trait for a
Debian contributor to have.
Aside from the work we did on kristall, I also had the opportunity to
witness his help in the organization of the upcoming MiniDebConf
Brasília 2023, and I'm happy to see him contribute to the community in
other forms as well.
