can be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights, right now.

I support Lukas Märdian <luk@slyon.de>'s request to become a Debian Developer, uploading.
I have worked with Lukas Märdian on netplan.io package. He’s maintained the package
in Ubuntu for some time, and eventually started contributing to and, later, co-maintaining
it in Debian too, and since his changes were always high-quality, I eventually gave him
almost complete control over the package when he applied for a DM status, and these days
I trust him to do the right thing.

I consider him as having sufficient technical competence to become a full member of the
project.
