Details from hille42:

I would like to apply to change my status in Debian to Debian Developer,
  uploading.
I have worked on TeX Live and related packages for a while, for the last
4,5 years as Debian Maintainer. I would like to be able to no longer
require sponsors to do (bin-)NEW uploads. This is especially important in
case of package splits, which happen from time to time.
