I would like to apply to change my status in Debian to Debian Developer, uploading.

My primary reason is to smooth out some issues on the cloud team.  I've worked on the cloud team for a while.  Cloud team work is occasionally delayed or interrupted because of my not having upload access.  Active team members often don't have time to sponsor uploads in a timely fashion.  This has caused a few bugfixes to miss stable releases, and can be a barrier to accepting contributions.

I'm also the only active member of the enlightenment desktop environment packaging team.  Occasionally, I've had to seek a sponsor when there have been new binary packages.  Upstream has been quiet for some time, so it hasn't happened frequently.  But when it does, it's a frustrating way to spend my Debian time.
