Our interactions were limited, but generally good.

I support David 'equinox' Lamparter <equinox-debian@diac24.net>'s request to become a Debian Maintainer.
I have worked with David 'equinox' Lamparter on frr
for about 2 years and I consider them as having *excellent* technical competence.

I met him in person in a business meeting, later on on the Linux netdev
conference and virtually in numerous online meetings. We've worked together
on frr upstream, so I can't say too much about his Debian packaging skills.
But as he's been doing quite a few uploads in the last few years and frr in
Debian generally is in pretty good shape, his skills can't be too bad ;-)

I have personally worked with David 'equinox' Lamparter <equinox-debian@diac24.net>
(key 3D9968AC9AE7BE1169288DDB1FD5839895F57FDA) for about 2 years, and I know David 'equinox' Lamparter
can be trusted to have upload rights for their own packages, right now.
