Hi
Please make Cordell Bloor (currently a Debian Maintainer) a Debian
Developer, uploading (advocated by ckk, emollier, lumin).

Details from cgmb:
For nm.debian.org, at 2025-02-05:
I, Cordell Bloor, am applying to become a Debian Developer with uploading
rights. I have been a Debian Maintainer for a little under two years and
have helped to package and maintain many libraries within the AMD GPU
compute stack. As part of the Debian ROCm Team, I prepared sixteen new
source packages that have been accepted into Debian, including rocfft,
rocblas, rocsolver, rocsparse, rocthrust, hipify, and roctracer. I also
helped in the maintenance and enhancement of existing packages. In
particular, I did much of the work for the upgrade from ROCm 5.2 to ROCm
5.7 in early 2024.
I currently have upload rights for most of the ROCm packages in Debian,
and while the role of Debian Maintainer gives me significant power to
help maintain packages, the need for sponsorship when uploading new
binary packages is burdensome. Further, the documentation for package
sponsorship states that only Debian Developers may sponsor uploads, which
has limited my ability to help mentor Sponsored Maintainers. These are
the two main reasons why I wish to become a full Debian Developer with
upload privileges.
However, there is a third reason why I wish to become a Debian Developer.
There are important aspects of Debian that are decided through voting. In
particular, there is likely to be a general resolution on Open Source AI
in Debian. As an individual with a strong interest in free and open
source software, I would like to become a full member so I may vote on
these resolutions.
