I support Arthur Diniz <arthurbdiniz@gmail.com>'s request to become a Debian

I have worked with Arthur Diniz as part of the Debian Brasilia community and
also on some packages (Golang mostly) for 6 years and I consider them as having
sufficient technical competence.

Arthur has been doing an awesome work in our Brazilian community, helping us
attract and retain new contributors, organizing local events,
building/deploying/maintaining tools, and also creating and maintaining
packages (bootstrapped the Kubernetes team). I am really glad to see him
applying for DD status, he was the first person I managed to convince to join
the project in my former university, he joined me with a lot of energy and
willingness to build our local group. I dare to say that we wouldn't have been
successful without him.

Regarding his technical work, he has been always trying to innovate, improve
the status quo, and I admire him a lot for that. In the packages I sponsored
for him, I was not able to spot any major problem, and I trust that he will do
the right thing, even if he does not know what to do, he will ask for help. He
started the Kubernetes team and has been doing a great job providing important
tools for this ecosystem, which I consider a great addition to Debian.

I have worked with Arthur Diniz on kubernetes-related packages and QA on random
packages for 6 years and I consider them as having sufficient technical
competence.

I've met Arthur in DebConf19, where he told me about his plans to package a
de-vendorized kubernetes for Debian. I was a bit skeptic of that, knowing how
difficult it would be, but 6 years later Arthur has not only done it but also
fixed a CVE in bookworm for the previous version of the package.

Arthur is a key member of the Debian Brasil community, being responsible for
most of the infrastructure used in our mentorship program. I have also worked
closely with him on complex packaging tasks so I've seen him tackling complex
kubernetes packaging problems first-hand, including sending patches upstream.

Having Arthur as an uploader DD is a win for the Debian project and I'm excited
to see his next impossible project.

I have known Arthur Diniz for almost 6 years now, and have had the
opportunity to sponsor many of his packages throughout this time.  I
have also witnessed how Arthur's technical skills improved, and I was
especially impressed to see how quickly he was able to package
Kubernetes back into Debian.

Arthur is very interested in the Golang ecosystem, having packaged
dozens of Golang libraries from scratch.  I would love to see him
being able to further his contributions to the Golang team.  Arthur is
also a skilled sysadmin, and I know that he is interested in
contributing to the DSA team, but he needs to be a DD to do that.  So
let's rectify it!

Besides his interest in packaging, Arthur is also the powerhouse
behind Debian Brasil's Hub (https://hub.debianbrasil.org.br).  I
really appreciate all the work he's done to make the site usable for
our community, and I'm looking forward to seeing what his plans are to
revamp Debian's wiki.
