I support Xiyue Deng <manphiz@gmail.com>'s request to become a Debian
Developer, uploading.  I have worked with Xiyue Deng on Debian Emacs addons
packaging for more than two years and I consider him as having sufficient
technical competence.

Xiyue has long had push access to all Debian Emacsen team repos on salsa. I've
temporarily given him salsa "Maintainer" access numerous times (I felt this
had to be removed afterwards only because it allows comment moderation which I
think only project members should be doing; looking forward to granting it
permanently).

I've sponsored a number of uploads since Xiyue became DM and have had only
minor comments.  I also believe that Xiyue has the requisite knowledge to
upload to NEW without lots of issues with d/copyright.

Having unrestricted upload rights would help Xiyue continue to develop his
involvement and it's appropriate to trust him with them.

I have personally worked with Xiyue Deng <manphiz@gmail.com> (key
88A41F77AA3CD668C8F8B5802DE965ED63825C93) for more than two years, and I know
Xiyue Deng can be trusted to be a full member of Debian, and have
unsupervised, unrestricted upload rights, right now.

I support Xiyue Deng <manphiz@gmail.com>'s request to 
become a Debian Developer, uploading.

I have worked with Xiyue Deng for more than one and a half years,
primarily in the context of Debian package maintenance and
related technical discussions.

During this time, I have sponsored several of Xiyue Deng's 
uploads.  The packages were well-prepared, required little
to no correction, and were accepted into the archive without
significant issues. This reflects both technical competence
and a solid understanding of Debian Policy and procedures.

In addition to the uploads I have directly sponsored,
Xiyue has a long and consistent history of contributions to
Debian. Their work demonstrates sustained engagement with
the project and a clear understanding of Debian’s values
and workflow.

Based on my direct collaboration and review of Xiyue’s work,
I am confident that Xiyue Deng has the necessary technical ability,
judgment, and responsibility to act independently as a
Debian Developer.
