I have worked with Ural Tunaboyu on bug reports, salsa and sponsoring,
and I consider them as having sufficient technical competence.

After some good discussion, I sponsored the QA upload of zsync 0.6.2-8.

I have personally worked with Ural Tunaboyu <ural.tunaboyu@canonical.com>
(key 43BE0BFA6D804B7A030DF4906A3B5AF0CF483C50) since 2024, and I know Ural Tunaboyu
can be trusted to have upload rights for their own packages, right now.

For the past 1.8 years, I have worked with Ural Tunaboyu, mostly on Ubuntu and
on the autopkgtest Debian package. In Debian I helped him adopt the zsync
package, which he brought to excellent state before I sponsored it for him.

I have personally worked with Ural Tunaboyu <ural.tunaboyu@canonical.com> (key
