I support Han Gao <rabenda.cn@gmail.com>'s request to become a Debian Developer, uploading.
I have worked with Han Gao since 2022, mainly focus on Debian and porting work related to 
RISC-V. During these years, I have had many opportunities to view his technical work and
collaborate with him on packaging, porting, and system integration based on Debian.

Recently I have sponsored to upload the pakcages including xfel and ruyi which was prepared by
Han Gao. These packages were well prepared, required no significant packaging fixes during 
sponsorship and passed the FTP NEW review process smoothly. So I am confident in his packaging
skills and understanding of Debian policy and processes.

Beyond packaging work, Han Gao has made various contributions to the RISC-V ecosystem including 
Debian RISC-V porting efforts, package fixes, system integration, kernel related work and loong64
bootstarp support. From these efforts, he has demonstrated both strong technical competence and
the ability to work effectively across different parts of a distribution.

I have found Han Gao to be responsive, cooperative and the ability of working independently.
Based on my experience working with him over the past several years, I believe he has the technical 
ability and judgement required of a Debian Developer and can be trusted with unrestricted upload
rights.

I have worked with Han Gao on RISC-V and Kernel
for about 2 years and I consider them as having sufficient technical competence.

Han Gao also has good skills on Linux Kernel, CPU Instruction Set etc.
