I support Juan Manuel Méndez Rey <juan.mendezr@proton.me>'s request to
become a Debian Maintainer. I have worked with Juan on sponsoring uploads
since 15 July 2026, and I consider them as having sufficient technical
competence. I sponsored nineteen uploads to unstable between 2026-07-15
and 2026-09-24: new Rust crates for browserslist and for the Stremio GTK4
shell, including DFSG repacks that rebuild browserslist data from Debian's
node packages, then stremio in main and stremio-server-installer in contrib.

I also reviewed the full history in UDD. There are 58 accepted uploads
under this address from 6 May 2026 through 25 September 2026, sponsored by
eight Debian Developers. The strongest of the rest is the xwpe rescue
(GCC 15 FTBFS, then upstream again, now in testing), siso, the testdisk
salvage, and the 25 September dart-sdk DFSG upload. Juan is Maintainer or
Uploader on 29 source packages in unstable, with no open RC bugs and no
lintian errors on the current versions. I have personally worked with

I support Juan Manuel Méndez Rey <juan.mendezr@proton.me>'s request to become a Debian Maintainer. I have worked with him on various chromium-related packaging things since around April 2025.

Juan wrote an interesting blog post (https://vejeta.com/packaging-chromium-embedded-framework-for-debian-a-technical-deep-dive/) about packaging CEF (Chromium Embedded Framework), which was originally how I became acquainted with him. I suggested that CEF become part of the official Chromium package, and while that hasn't happened yet (primarily due to lack of time on my part), he has been super patient and also has been helping out on chromium packaging. I suggested that he package Siso (which chromium uses), which he has done, and which will be helpful for chromium packaging down the line. As an example of technical expertise, here's work he did on attempting to fix chromium FTBFS on armhf due to 32-bit memory addressing issues: https://salsa.debian.org/chromium-team/chromium/-/merge_requests/45

I believe that he would be an asset to Debian, and should have upload rights.

I worked together with Juan Manuel to salvage some packages.  I was
very happy about his work on the packages.  He has done a very good
job and I'm sure he has understood the principles of Debian.  I
would welcome if Juan Manuel would get DM upload permissions.
