having sufficient technical competence.

I have personally worked with jianfeng li <jianfengli@ubuntukylin.com>

can be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights, right now.

I have worked with jianfeng li on several kylin packages.  Together we
finalised a transition of the Vcs where the packages are hosted as well
as a major version bump of all packages.  In this process I found the
cooperation very competent, productive and kind - in short it was a
pleasure to work with jianfeng li.  This is a clear recommendation from
my side that jianfeng li could get the Debian Developer uploading
status.
