Application Manager report

For Shengjing Zhu <i@zhsj.me> to become DD, upl., an Application Manager has a look at all the information collected on this site, has a look to past contributions, asks a few questions if needed, and tries to build some trust that Shengjing Zhu should indeed be Debian Developer, uploading.

After looking at Shengjing Zhu <i@zhsj.me>'s contributions and after
exchanging some emails to get to know him a bit better, I agree with
the advocate(s) that Shengjing Zhu <i@zhsj.me> can and should indeed
be a Debian Developer, uploading right now.

I've been very impressed with his knowledge of Debian processes and
practices, and everything I can find when looking through his
packaging work and interactions with other developers and users is
exemplary.

Let's make him a DD!
