I have worked with Samuel Henrique (key
C480A21B5A8E0276EB6C5B6E59895E44B169626D) on organizing Debian activities in
Curitiba for a few years already. He is very passionate about Debian and cares
a lot about the project.

Lately I have been reviewing and sponsoring a few packages for him, of
different types, and my assessment is that he pretty much knows what he is
doing.

It is my opinion that Samuel Henrique can be trusted to be a full member of
Debian, and have unsupervised, unrestricted upload rights, right now.

his skills improve over the last (mostly) two years.
