I have personally worked with Tomasz Rybak <tomasz.rybak@post.pl>
A565CE64F866A2584DDCF9C7ECB73E37E887AA8C in Cloud team for quite a long time and
I know that Tomasz can be trusted to have full, unsupervised, unrestricted
upload to the archive right now.
Tomasz is working on test suit for validating cloud images as well as he is
maintaining a few packages.
During his time as a Debian contributor he proved that he adheres to Debian
values and principles.
Having all above in mind I'd like to support his application for uploading
Debian Developer.
