C3A504840B678260DA12766AD25D611C8E192076, for full Debian Developer.  I have
cooperated with Benda for awhile, mostly on openrc, and have seen his work
elsewhere as well.

I believe he can be trusted to be a full member of Debian, with unrestricted
upload rights.
