I have worked with Scott Martin Leggett when he has reworked the Quagga package (a not so-simple package) and on pasystray.

I have personally worked with Scott Martin Leggett <scott@sl.id.au> (key 84A1F1A5DF829A631F926A478E9AF864BCF9CB54) and I know Scott Martin Leggett can be trusted to have upload rights for his own packages, right now.

and very satisfied with his work.
