I support Marcos Fouces <marcos.fouces@gmail.com>'s request to become
Debian Developer, uploading. I have worked with Marcos Fouces on multiple
packages maintained by the pkg-security team. I'm tired to sponsor his
packages so I asked him to apply to the Debian developer status.

He has been around for long enough... I found contributions from him in
July 2016. I trust him to request help when he has doubts about something
or when he's not sure of his technical choices.

I have personally worked with Marcos Fouces <marcos.fouces@gmail.com> (key
7CB8AFFD56032FE35A347D2E6ACCBD0FA3B7447C) for 3 years already,
and I know Marcos Fouces can be trusted to be a full member of Debian, and
have unsupervised, unrestricted upload rights, right now.

I have personally worked with Marcos Fouces <marcos.fouces@gmail.com> (key 7CB8AFFD56032FE35A347D2E6ACCBD0FA3B7447C) for since almost
two years, and I know Marcos Fouces can be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights, right now.

Note: I don't recall to have seen him outside pkg-security, but we really need his ability to upload new packages
without external reviews.
He also asks when in doubt, so I'm sure he can do valuable contributions outside the team too.
