existing work within Debian and believe it to be of a sufficient standard that they can be
trusted with upload rights to the packages they maintain.
Please be verbose if you can. You may want to write the advocacy in a

I support Francesco Poli <invernomuto@paranoici.org>'s request to become Debian Maintainer. Francesco has been the sole maintainer of apt-listubugs (a Debian native package) for ~8 years and I have been his primary sponsor for most of that time. (His contributions to that package have started over a decade ago.)
Throughout that time, Francesco has demonstrated the capacity to work effectively with other members of the community (e.g. giving credit and appreciation to patch contributors and generally interacting in a respectful way). I have met Francesco in person in DebConf13 and I can attest that he cares deeply about Free software.
Francesco can be trusted to have upload rights for apt-listbugs. Please make him a DM.
