I have worked with Wolfgang Silbermayr on Rust packaging since he started. I have been uploading his new packages
since he started a year and half and he very rarely needs help.

and I know Wolfgang Silbermayr can be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights, right now.
