I would like to apply to change my status in Debian to Debian Developer,
uploading. I have worked on a wide variety of rust packages, including the
binary packages `hexyl` and `process-viewer` for a while and I would like
to be able to upload packages throughout the rust ecosystem in Debian
without requiring a sponsor.
