I have not worked with Jose M Calhariz <jose@calhariz.com>
(key 464BC7CD439FEE5E8B4098A0348A778D6885EF8F); that said, having looked at the packages he
maintains, and having read his blog, I believe he possessed necessary technical skills to
have upload rights to be able to work on packages on his own.

I have met Jose during DebCon16, and having talked to him I'm confident he shares values
important for Debian project, and he will make a good Debian Developer.

My earliest records of working with Jose go back to March 2005, when
I started sponsoring his uploads of "switchconf". Since then, we
haven't worked together a lot, but I've asked him for an overview of
his Debian activities and browsing about the work he does for
Debian, and his web presence etc., I have no reservations to
advocate him to become a Debian Developer.

I trust Jose M Calhariz <jose@calhariz.com> (key
464BC7CD439FEE5E8B4098A0348A778D6885EF8F) can be trusted to be a full member
of Debian, and have unsupervised, unrestricted upload rights, right now.

I have personally worked with Jose M Calhariz <jose@calhariz.com>
(key 464BC7CD439FEE5E8B4098A0348A778D6885EF8F) for more than five
years. Our main interactions were related to packaging software.

I also have personally met Jose M Calhariz <jose@calhariz.com> at
different Debian Conferences (DebConf11, DebConf14, DebConf15).
Jose is very friendly and very patient, he has a strong commitment
to our principles and guidelines, and a dedication to high quality.
He listens to feedback from peers and dedicates time to learn new
tools and improve his processes, he doesn't shy away from harder
challenges or more complex packages.

I know Jose M Calhariz <jose@calhariz.com> can be trusted to be
a full member of Debian, and have unsupervised, unrestricted
