I have been working with Francis Murtagh for nearly a year on
packaging armnn (AI/deeplearning software). He's learned a lot about
debian and packaging and salsa and dgit in that time :-) 

I pointed him in the right direction on packaging basics and
tools, and we worked quite closely on the initial packaging
back-and-forth, but once I got round to putting it in salsa he has
increasingly beeing doing all the work and I'm just reviewing and
sponsoring. Hence the application for DM-ship so he can look after
this package without having to keep waiting for me to do things (which
can be a while).

He's a very technically competent chap with an understanding of free
software and community work, and I have no hesitation in recommending
him as an addition to the. He has already joined the deeplearning team on
salsa where these types of tools are maintained.

He is part of the upstream team for armnn and keeping it maintained in
debian is part of his job which always helps with finding tuits.
