I support Timo Röhling <timo@gaussglocke.de>'s request to become Debian Developer, uploading.
I've been working with him for some years on ros-catkin-lint, open3d (plus dependencies) and qhull packages, all within the debian-science team.
Recently he started working on DDS and ROS2 packages and helped with ROS1 and Gazebo.
He showed great competence in working with debhelper (see cyclonedds/d/rules, for example) and other Debian tools as well as fixing upstream bugs and porting packages to other architectures.

I have personally worked with Timo Röhling <timo@gaussglocke.de> (key 9B03EBB98300DF97C2B123BFCC8C6BDD1403F4CA) since 2018.
and I know Timo Röhling can be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights, right now.
