As Taowa is already a Debian Developer, I'm concentrating this advocacy solely on their skills as a package maintainer.

I've sponsored several of Taowa's uploads, including three all the way from ITP.  They have been very responsive to feedback, and have continued to produce uploads under a dcut.  I believe Taowa can be trusted to have full, unsupervised, unrestricted upload access to the archive.

I have worked with Taowa, sponsoring uploads for yubioauth-desktop as well as
granting Taowa DM rights to the package after he proved his ability maintaining
it.

I have personally worked with Taowa <taowa@debian.org> (key
8FB9C5D6AE7BA82B7BB1D887C51EA7006E6BDC0D) since DebConf17,
and I know Taowa can be trusted to be a full member of Debian, and have
unsupervised, unrestricted upload rights, right now.
