I have been working with Phil Morell <debian@emorrp1.name>
in the context of taking over the orphaned qalculate packages.
He brought together a team of interested parties, updated the
packages, and helped coordinate our efforts.

He has shown technical skills as well as communication skills,
and thus I suggest to approve him after the necessary procedures to
be a full member of Debian. Although he has applied for non-uploading,
after some more work together I am confident that he can apply for
uploading rights, too.

I support Phil Morrell <debian@emorrp1.name>'s request to become a
non-uploading Debian Developer. I have been working with Phil for five years
now. I reviewed and sponsored his packaging contributions for games like
scorched3d and corsix-th or installers like play.it. His technical work was
accurate and correct. Phil regularly contributes to discussions on the Debian
Games team mailing list <debian-devel-games@lists.debian.org> and answers
questions on both our list and IRC channel #debian-games where he is always a
constructive and positive force. Hence I believe Phil is a suitable candidate
to become a non-uploading Debian developer because of his communication skills
and his ability to shape a discussion constructively.
