I have worked with Mohammed Bilal on many ruby gem packages
for 6+ months and I consider them as having sufficient technical competence.
He is maintaining 9 ruby gem packages and also helped me with libgit2 transition
and puma security update. He also volunteers with maintianing gitlab service at
git.fosscommunity.in He learns fast and can already handle complex tasks like
transitions and security updates.
