I have worked with Matteo Bini on icon-naming-utils, tango-icon-theme,

for 6 months and I consider him as having sufficient technical competence.
Matteo was always very responsive and handled each of my change requests on first try.

for 6 months, and I know Matteo Bini can be trusted to have upload rights for his own
