I have worked with James Lu on a lot of packages in the last years, and gave him DM privileges for variety.
He is helping Debian since 7 years, and I consider them as having sufficient technical competence.

I have personally worked with James Lu <james@overdrivenetworks.com>

can be trusted to be a full member of Debian, and have unsupervised, unrestricted upload rights, right now.

James Lu is a competent packager and decent person.
We've worked together on icoextract/exe-thumbnailer, libqalculate, lightdm-gtk-greeter-settings, qalculate-gtk, variety and xfce4-eyes-plugin.
While I wouldn't say he's perfect, I challenge you to find a single Debian developer who is.

I fully support James Lu's application to become a Debian developer, uploading.
