I support Mohammed Bilal <mdbilal@disroot.org>'s request to become a Debian
Developer, uploading.  I have worked with Mohammed Bilal on maintaining gitlab
and its dependencies over 8+ months now and I consider them as having
sufficient technical competence.

I have also worked with him in maintaining git.fosscommunity.in and
fasttrack.debian.net services. We have also met at ruby team sprint in Paris
early this year. He confidently handles even a complicated package like gitlab
and has handled many library transitions.

I have personally worked with Mohammed Bilal <mdbilal@disroot.org>
(key 2D65BC1EB9665A6E97F9730AB3F5945285219E1F) for 8+ months and I know
Mohammed Bilal can be trusted to be a full member of Debian, and have
unsupervised, unrestricted upload rights, right now.
