I support Joachim Bauch <bauch@struktur.de>'s request to become a Debian
Maintainer. I have worked with Joachim Bauch (key
BE3D8AF066B6EC8079667FD777C1D22D53E15F02) on libde265 and libheif since
2014 and I consider them as having sufficient technical competence.

Beyond the occasional nit-picking, the updates prepared by Joachim can
directly be uploaded. Joachim is ready to maintain those two packages
without supervision and I would also support a direct application as DD.
