I support Tobias Heider <me@tobhe.de>'s request to become a Debian
Maintainer. I have worked with Tobias Heider on the nvi adoption,
from preliminary discussions pre-dating the O -> ITA bug rename to
reviewing MRs on salsa and ultimately sponsoring. Tobias knows
enough packaging to be granted upload rights, but also does great
team work, looking for opinions and review feedback on changes.

I have personally worked with Tobias Heider <me@tobhe.de>

Tobias Heider can be trusted to have upload rights for the
packages he maintains, right now.

I support Tobias Heider <me@tobhe.de>'s request to become a Debian Maintainer.

I have sponsored several of Tobias's packages (got, opencu, tcpbench) since
April 2022. His packaging work has been of good quality and it has not recently
required any revisions before sponsorship. Since February 2021, I have also
interacted with Tobias in his capacity of upstream developer of OpenIKED, an
IKEv2 daemon that I maintain in Debian. It has been a pleasure to work with
Tobias across the board. I have full confidence in his technical abilities and
that he will continue to be a valuable member of the Debian project.

Tobias Heider can be trusted to have upload rights for his own packages, right
now.

I support Tobias Heider <me@tobhe.de>'s request to become a Debian Maintainer.
I have worked with Tobias Heider on Apple Silicon related packages (asahi)
for a few months and I consider them as having sufficient technical and social competence.

Tobias seems to have a very good technical as well as social skills. He's quickly picking
up on debian specific procedure details. I think Tobias seems to be a person that the
project would benefit from having more like him around.

I've also recommended that Tobias goes directly for DD rather than DM, but apparently
once the DM procedure is started you can't easily change the process.
