I support Frans Spiesschaert <Frans.Spiesschaert@yucom.be>'s request to become
a Debian Developer, non-uploading.

I have seen Frans working on the Dutch l10n of Debian for many years: they make
life easier for our Dutch users by providing them with an impressive amount of
well translated news, Debconf questions, website pages... I consider them as
having sufficient knowledge about the project, our procedures, and also on many
technical matters.

Frans has translated Debconf messages upon my request, e.g. the ones of
jalview. Also we have had the opportunity to meet in real life and to speak
about their understanding of the rules, procedures and philosophy of the Debian
project. Frans seems to be a true advocate of free software and I trust it
would be a great addition to the project to have them as a full member and a
valuable ambassador of Debian.

I have personally worked with Frans Spiesschaert <Frans.Spiesschaert@yucom.be>
(key 4961DB744F70064A99A7B4F3F56D9D9E1156D1D4) for 3 years, and I know Frans
Spiesschaert can be trusted to be a full member of Debian, right now.

I support Frans Spiesschaert <Frans.Spiesschaert@yucom.be>'s request to become
a Debian Developer, non-uploading. I have observed Frans as an active
Dutch translator since 2014, during which time he has pretty much become
the Dutch l10n team.

Frans is an active and motivated contributor to Debian, and given the
history of his contributions, I suggested to him a few days ago that
perhaps he should take this step. I'm happy to learn that he has done so
:-)

I have worked with Frans Spiesschaert on the translations for debian-edu-doc since 2014, with him being in
charge (since 2019 or so) for maintaining proper state between our git repo (including the main master branch)
 and weblate, where many (but not all) translations are hosted. Occasionally I've also received Dutch
translations updates for packages I maintain. :)
I consider them as having sufficient technical and social competence.
