Application Manager report

Andrius Merkys <andrius.merkys@gmail.com> to become DD, upl., an Application Manager has

asks a few questions if needed, and tries to build some trust that Andrius Merkys

During the Q/A, Andrius showed he has both the skills and knowledge to
become a DD with full write access to the archive. He also showed me he
was able to do packaging. I am therefore hereby recommending that he
becomes a DD immediately.
