I support Daniel Swarbrick <daniel.swarbrick@cloud.ionos.com>'s request to
become Debian Developer, uploading.
I have worked personally and closely with him for about 2 years in the
(unofficial) Prometheus packaging team, maintaining a plethora of applications
and their dozens and dozens of dependencies. He has shown technical ability,
care for detail, and -most importantly- an excellent team spirit. He has been
an invaluable support to keep this big stack up-to-date and to a high standard
of quality.
He has worked mostly independently for a long time now, and he is usually
blocked only by his lack of upload rights. When I sponsor one of his uploads,
most of the time I have no comments or requests to make. I am confident that he
is ready to get unsupervised upload rights; moreover, having easy access to
porter machines would give him extra tools that sometimes can block his
progress. I also think that he deserves to be formally recognised by the
project, and to get voting rights immediately.
It seems that now DM has become almost a requirement, from what I am reading.
And I suppose it would have been helpful to do it in the past, to avoid being
blocked waiting for me to sponsor the uploads, but I don't think that is
necessary at this stage, and would only lead to extra red tape and frustration.
Daniel tells me that he had been so busy doing packaging work (for Debian, and
internally for his day job), that he never really did think about it, until
people around him (including me) told him that he should already be applying
for DD.

I have personally worked with Daniel Swarbrick <daniel.swarbrick@cloud.ionos.com>
(key 303F687A4EFCB1AE7C1A35A3B700173FBB805A29) for a sufficiently long time and
I know Daniel Swarbrick can be trusted to be a full member of Debian, and have
unsupervised, unrestricted upload rights, right now.
Daniel and I have been working in the same company for around six years. He is
one of the most knowledgeable and smart guy in our company. It is enriching to
work together on that technical level. We use Debian and contribute to Debian
where possible. I accompanied Daniel in his journey around Debian and
packaging. Nowadays my nitpicky reviews do not find anything to complain any
more. I cannot remember a case in the last months where I wasn't able to
directly upload what Daniel handed to me for review. Besides the work that is
publicly visible, he has done more packaging work in-house. In summary, I trust
the work Daniel is doing. I was one the guys pushing Daniel to apply for DD.

I did not work with Daniel Swarbrick in and for the Debian project, but he was a co-worker of mine at my previous job. I can wholeheartedly advocate and endorse him in his intent to become a Debian Developer.
I found him to be one of the most trustworthy and skilled people I've ever worked with, and I have no doubt he can fulfill his role as an uploading DD with the same level of fidelity, and care as he has shown to me, when working together with him.
He has a long background of code contributions to upstream open source projects, and dozens of bugs hunted in foreign code, he has shown great care when working with Debian packaging inside the company he's still with. He is a great example of people which should not and do not need to go through the DM process beforehand, as other people already confirmed.
Besides of his technical qualifications that are beyond any reproach he also fits the ethical standards Debian as a project endorses, and will for sure be a valuable member and contributor to the project.

I have worked with Daniel Swarbrick on Prometheus related packages for not so
long (a month maybe) but I already have the opportunity to: i) sponsor some of
his uploads, all of them in good shape in general, always trying to improve the
packaging work and being compliant with the Debian Policy; ii) debug
architecture specific bugs, he demonstrated good knowledge and also willingness
in contribute back upstream. As a team member of the (unofficial) Prometheus
packaging team he is a very good and important player.
