existing work within Debian and believe it to be of a sufficient standard that they can be
trusted with upload rights to the packages they maintain.
Please be verbose if you can. You may want to write the advocacy in a
proper text editor and paste it in the form when you are happy with it.

For nm.debian.org, at 2020-09-09:
I support Jérôme Lebleu <firstname.lastname@example.org>'s request to become Debian Maintainer.
I have worked with Jérôme Lebleu on qlcplus. Yes, it's a single package but
my contributions/help/sponsoring has mostly been nitpicking package details. So
far I don't see why he wouldn't be able to handle this package by himself.
He's always ready to fix stuff, package new upstream releases, digging
documentation to fix/improve stuff and asking if in doubt.
People wanting to do packaging should really be as proactive as he has been so
far. It's a pleasure to work with him.
I have personally worked with Jérôme Lebleu <email@example.com>
(key 1343389FCF05C322DA1864A7CF8FA7CF80D8981C) for more than one full year,
and I know Jérôme Lebleu can be trusted to have upload rights for this
package, right now.
And let's hope he decides to jump in to maintain some more packages too :-)
