I have worked with Dmitry Bogatov on a lot of packages: cdist, cligh, complexity,
dh-haskell, dh-runit, dh-sysuser, dvtm, elisp-slime-nav, elpa-undo-tree, eoconv,
evil-el, evil-paredit-el, fgetty, gdbm, goto-chg-el, pygithub, runit, stterm,
and probably more.
I have personally worked with Dmitry Bogatov <KAction@gnu.org>

and I know Dmitry Bogatov can be trusted to have upload rights for their own packages, right now.
I would even appreciate him stepping out as a DD in the (near?) future, since he
is doing a lot of nice work on his packages, keeping them working and clean, and he
prepares lots of ITP with almost no changes needed.
So, I support his request to become a DM right now, and I would like him preparing
his DD apply in some not-too-far future.
