I support Joenio Marques da Costa <joenio@joenio.me>'s request to become a
Debian Developer, non-uploading. I have worked with Joenio Marques da Costa on
building our local community in Brasília (Brazil) and at the University of
Brasília (UnB) for 4 years and I consider them as having sufficient technical
competence.
Joenio has always been an advocate of free software everywhere he goes,
promoting it and trying to bring new contributors to the project. He helped me
to bootstrap the initial in-person meetings of the Debian Brasília community,
and also bring many students from UnB to our sessions, spreading our work at
the university. He also taught Debian packaging to his students in one of his
courses, which helped us to bring new blood to our group.
He also has some ambitious plans about promoting Debian as the OS for live
coding performances (one of his hobbies).
He is aligned with all the Debian values and I do believe he will be a great
addition to the project as a full member.
I have personally worked with Joenio Marques da Costa <joenio@joenio.me> (key
9B2D64BF843D6DC1D8C1752C2E31D3FDE6D08FF4) for 4 years, and I know Joenio
Marques da Costa can be trusted to be a full member of Debian, right now.

I support Joenio Marques da Costa <joenio@joenio.me>'s request to become a
Debian Developer, non-uploading. I have worked closely with Joenio Marques da
Costa on multiple occasions:
- - we were partners at COLIVRE, a software cooperative.
- - we were both graduate students under the supervision of Prof. Christina
Chavez at Federal University of Bahia.
- - we worked together at the Software Público (Public Software) project with
University of Brasília for the Brazilian Federal Government.
In all of those we worked together involving contributions to Debian, including
but not limited to uploading packages, reporting and fixing bugs, and Joenio
always demonstrated more than enough technical knowledge.
For example, I am the original upstream author of analizo, a tool that I wrote
during my PhD. He contributed heavily to it, and after I moved on to other
work, Joenio took over analizo maintainance and kept it going with new
development and bug fixes to several years. Until I looked up Joenio's DDPO
page today I didn't even know that analizo has been included on Debian 12! :-)
I have been following with interest his current efforts on live coding tools
and techniques, although that is way out of my area of expertise.
I have personally worked with Joenio Marques da Costa <joenio@joenio.me> (key
9B2D64BF843D6DC1D8C1752C2E31D3FDE6D08FF4) for several years, and I know Joenio
Marques da Costa can be trusted to be a full member of Debian, right now.
