I support Peter Wienemann <fossdev@posteo.de>'s request to become a Debian Developer, uploading.
I have worked with Peter Wienemann on the Security Tools Packaging Team
since at least April 2020 and I consider them as having sufficient technical competence.

Peter has worked on all types of issues I expect a DD to be familiar with. He
is a long time contributor to the team, packaging and helping others. Peter
also has a good understanding of the way the Debian project is organized
broadly, based on his interactions with other teams.

He's fully capable of of figuring out unforeseen types of issues and the
project will benefit a lot from Peter being an official member with upload rights.

I have personally worked with Peter Wienemann <fossdev@posteo.de>
(key 7F44F1E078290D700045BC275D5F6C020398A60A) for 4 years, and I know Peter Wienemann
can be trusted to be a full member of Debian, and have unsupervised,
unrestricted upload rights, right now.

I have worked with Peter Wienemann in the context of the charliecloud package
(an HPC container manager). He did the initial packaging back in early 2018
(which wasn't easy, charliecloud being a quite young project at that time) and
then did all the package maintenance (and he is still actively maintaining
it). He quickly proved that he had the necessary skills to take care of that
package on his own, and became a Debian Maintainer in october 2018. I had
less opportunities to interact with him after that, because he was fully
autonomous at maintaining charliecloud.

All interactions I've had with Peter have been extremely positive, both on a
technical level and on a social/human level. He also had very positive
interactions with charliecloud's upstream
(https://github.com/hpc/charliecloud/pull/1724 is an example). I'm convinced
he would be a great Debian Developer.

I have worked with Peter Wienemann on packaging and maintaining python-lark since 2020.
I consider them as having sufficient technical competence to become a Debian Developer.

After working some time with Peter, I granted Peter the rights to upload python-lark.
Peter has kept python-lark updated and bug-free ever since.
I have as well sponsored some other Peter's packages, mostly new python-lark dependencies.
I have to say that I rarely had to correct anything in their packaging.
