I have been working with Sebastian Humenda for a long time (the first mail I can see in my archive dates 2010), and I have seen him consistently strive for technical correctness and prioritizing users. He has been maintaining a few Debian packages (accessodf, ansifilter, brailleutils, texhyphj, edbrowse, quickjs, orca-sops) under the accessibility umbrella (and also freedict) for many years, and thus got experience in Debian packaging. More recently I have been helping him with his PhD and thus worked directly with him, which only confirmed by impression.

I am thus very confident that we can make him a Debian Developer, uploading and he will be very useful to the project.

I am working with Sebastian since 2014, and have met him a couple of time in
the past few years.  I consider him a friend.  I've seen his upstream and
Debian work for freedict, and have seen his interactions with others in the
Free Software community.  I am impressed by the quality of his work.  It would
be good for Debian and Free Software if Sebastian Humenda would be granted the
Debian Developer rights and duties now.
